| WA loses appeal, Union says Bernardi is the problem “The problems at Wyoming Area have nothing to with the School Board,” John Holland of the PSEA (Pennsylvania State Education Association) said. “Sole responsibility lies on the superintendent, Ray Bernardi and Ray Bernardi alone.”
Holland confirmed Bill Simmons, who was terminated last year, won the appeal which was filed on behalf the school district.
